What's the cheapest cell phone plan? Given the enormous array of providers and options, that question is a real brain teaser. But WSLS.com has the beginnings of an answer by pointing you to a free Web tool that can help you understand your usage pattern and find a more suitable plan.

"It's a little bit overboard," said consumer Bianca Toledo. "It's too much, nobody would ever say it's too little."

A consumer study done last year by a Chicago utility board shows 66% of cell phone users are paying for coverage they don't even use and wasting almost $400 a year..."
