This model was launched about a year ago and is available on Amazon at the initial price. This 12-pound is bagless vacuum uses a four-stage filtration process, and works on both carpets and floors. It comes with an extension wand and crevice tool.
For the handheld category, what's the cheapest vacuum turns out to be the DataVac - P.C. Handheld Vacuum, initially $39.95 but now $26.20 on Amazon. It draws 110 volts and claims to have four times the power of the battery-powered versions of handheld vacs.
