An essential feature of any tablet is its operating system, and nearly all budget tablets use some version of Google's Android. Android 3 is preferred, as it's designed specifically for tablets. Some modified operating systems, such as the one used by Barnes & Noble's Nook Tablet, also work quite well. If you want a speedy tablet, find a model that uses the Nvidia Tegra 2 CPU, the fastest budget processor out there. A capacitive screen is preferable; the more current, responsive technology supports multi-touch gestures. Screen size is more of a personal choice: Do you want a large tablet for multimedia or a small one that's more portable? Most tablet screens measure 7 inches or about 10 inches. Google's own Android Market offers the widest selection of apps. As for memory, more is certainly better, and cheap tablets almost always include a microSD card slot so you can expand their memory. Finally, tablets don't have a lot of ports, but they all support Wi-Fi, and several do have HDMI ports.
