Mothering.com has a whole forum on cheap summer sandals. Posters often give recommendations for stores like Old Navy, but you may be able to find more regional stores near you that offer bargains. Women on Mothering.com recommend 6pm and Payless, both of which have summer sandals for less than $20.
As you know, not all summer sandals are created equal and some pairs might lack comfort or support. Fashion blog She's Smart says Mossimo and Xhiliration sandals normally have hard bottoms -- not exactly the type of shoe you can stroll in for long.
